Changes in the Refugee Status Recognition Procedure in Brazil over the 25 years of Law 9.474/97 and its impact on the protection of refugees

The procedure for recognizing refugee status in Brazil (RSD) has its fundamental structure in Law 9.474/97, which completed 25 years in 2022 and which establishes not only its bases, but also the National Committee for Refugees (CONARE) , in charge of operationalizing it. Over the 25 years of Law 9,474/97, changes were made to the RSD in Brazil, mainly based on infralegal norms, in particular Normative Resolutions and the Internal Regulations of CONARE. In view of this, this article aims to describe and systematize the changes in the RSD procedure in Brazil since the enactment of Law 9.474/97, in order to contribute to the beginning of analyzes of their impacts on the protection of refugees in Brazil.
